Poor Parenting Skills

When you witness poor parenting skills in action, do you do or say anything? If so, would it matter? Would you be putting yourself or the children in danger by speaking up?

These are not theoretical questions. These are questions faced by anyone who spends any time in a public place such as a mall, movie theater, restaurant, or a sidewalk.

Obvious examples of behavior you might witness are children being left in a car with the windows closed or barely open on a hot summer day, a parent repeatedly hitting a child for some minor offense. Perhaps more gray-area incidents would be a parent hysterically screaming at a child or physically (roughly) yanking a child by the arm out of a store.
